California: titling an imported car
California is the hardest state for a newly eligible import: federal 25-year/21-year exemptions do not remove California's own emissions rules.

At a glance
- Import ease (where verified): Official sources state barriers or hold-ups for typical 25-year imports. CARB says the Direct Import program has no exemption beyond model year 1967 and older; treated as very hard.
- Kei / mini-truck: No kei or mini-truck rule found in the sources read. No kei or mini-truck rule found in the official pages read.
What the official sources say
- For 1975-and-newer passenger cars and light trucks that are more than two years old, CARB requires a Certificate of Conformance issued after a successful laboratory test; the Direct Import program has no exemptions other than the 1967-and-older model year exclusion.
Source: CARB FAQ (grey market / direct import) - California DMV states that smog-check exemptions do not apply to direct import vehicles, and for 1968-and-newer autos that do not comply with U.S. emission requirements it refers applicants to CARB.
Source: California DMV 12.050 Direct Import Vehicles - Routine smog inspection: gasoline vehicles of model year 1976 and newer generally need one; model year 1975 and older gasoline vehicles do not.
Source: California BAR Smog Check - CARB: a grey-market (direct import) vehicle obtained by a California resident, or entering California, within two years of its date of production is treated as NEW and is permanently prohibited from California registration; no modifications are permitted on such vehicles.
Source: CARB FAQ (grey market / direct import) - California DMV lists the documents for a direct import: CBP entry form (7501, 3461, 6059, 3299 or 3311, stamped/endorsed by CBP), evidence of FMVSS compliance (label or manufacturer letter), evidence of EPA compliance (label or manufacturer letter), a smog certificate if required, and for 1968-and-newer autos that do not meet U.S. emission requirements the applicant is referred to CARB.
Source: California DMV 12.050 Direct Import Vehicles - California DMV: there are no CARB programs to convert diesel-powered vehicles (or motorcycles/new vehicles) to California emission standards, and vehicles that cannot be converted cannot be registered for on-highway or off-highway use.

Not verified (do not rely on ImportClock for these)
- Neither CARB's FAQ nor the DMV page, as retrieved, says how a 25-year-old car that is exempt from federal emissions rules is treated in practice; the CARB text says the Direct Import program has no exemptions beyond the 1967-and-older model-year exclusion. Treat 25-year-old Euro/JDM imports as very hard to register until CARB confirms in writing.
- Current CARB lab-test cost and wait times were not verified.
- CARB's FAQ text and DMV manual may be updated; both were read on 2026-10-17.
