What the official sources say

  1. Missouri DOR: a vehicle declared under HS-7 Box 4, 5, 6, 7, 10, 11, 12 or 13 'is not eligible for title or registration in Missouri.' Box 1 (the 25-or-more-years-old declaration on the NHTSA form) is not on that list; additional documents depend on the box selected.

  3. Missouri DOR: a motor vehicle not originally manufactured to U.S. emissions or safety standards 'will be branded Non-USA Standard'; a Vehicle Examination Certificate (Form 551) is required if the VIN is not a standard 17-digit VIN or conflicts with the NHTSA VIN decoder. These transactions can only be processed by the Central branch in Jefferson City or by mail-in processing.
