What the official sources say

  1. Nebraska DMV, Imported Vehicles: submit to the County Treasurer the current foreign registration and/or bill of sale, an MSO (equivalents: Canada NVIS, Europe EC Certificate of Conformity), and import papers as proof of legal entry: U.S. Customs Form 7501, EPA Form 3520-8 or 3520-1, and DOT Form HS-7. 'All imported vehicles must have DOT and EPA stickers affixed as evidence of their compliance'; the documents are also evidence, and a vehicle inspection may be required. A U.S. military base registration is not proof of ownership unless it also serves as a certificate of title.
