  2. NJ MVC: the only exceptions are vehicles purchased from Guam, Puerto Rico or the U.S. Virgin Islands, or from the Cherokee Nation. Before a foreign vehicle can be registered it has to be titled in New Jersey; once it has a title, any MVC Agency can register it. A Canadian title in your name can be titled and registered at any MVC Agency.
