  2. Same instructions, 'if the vehicle has an out-of-country title or ownership document': proof that the vehicle meets U.S. federal vehicle standards (a CBP Form CF7501/CBP7501, an original letter from the manufacturer, a written notice or form from the U.S. military for military imports, or the vehicle labels viewed by DMV, which can be done with the VIN inspection) and a completed Certification of Liens on an Imported Vehicle, Form 735-6436.

  3. Same instructions: a Certificate of Compliance from a DEQ emissions test is needed if you live in the Portland Metro Area or Medford and are required to test; Low Emissions Vehicle proof applies to passenger vehicles of model year 2009 or newer with 7,500 miles or less.
