What the official sources say

  1. Wisconsin DOT: federal law requires title and registration of foreign vehicles to show they meet U.S. standards, by a Federal Certification Label (FCL) or a Registered Importer (RI) label. Vehicles with either label can be titled and registered for any plate type.

  2. Wisconsin DOT: 'Vehicles without either label can be titled in Wisconsin but will display "NON USA STANDARD" on the title. Vehicle titles with this brand may only be registered as a special interest vehicle (collector license plates), as stated in Wisconsin statutes s.341.10(6).'

  3. Wisconsin DOT: vehicles of model year 1970 and newer can get regular auto or light truck plates only if originally built to all applicable U.S. FMVSS or brought into conformity by an NHTSA-registered importer (s. 341.10(6)). The page notes NHTSA and EPA allow import once a vehicle reaches a certain age but leave titling and registration to each state.
